August 4,2004

WHEN: Friday, August 6, 2004 at 11:00 am

WHERE: Chateau Frontenac, Quebec City

WHAT: Homeland Security officials from 10 northeast United States and the southeast Canadian provinces meet for their summer conference in Quebec City this week. The meeting comes at a time of heightened alert, and one year after the Burlington, Vermont meeting at which the US group expanded to include, for the first time, officials from the neighboring Canadian provinces.

Both as Chair of the Governor’s Homeland Security Advisory Council, and the Governor’s liaison from Vermont to Canada, Lt. Governor Brian Dubie is credited with playing a key role in building that partnership.

At the special invitation of Quebec Minister of Public Security Jacques Chagnon, Dubie will address the conference’s closing session on Friday. He will discuss Cross-Border Information Sharing and the International Mutual Assistance Compact, both initiatives that resulted from agreements signed at last summer’s conference.
